Funding Organizations
Cluster development initiatives are being funded by a large number of institutions,
national and international. Most international donor agencies, especially in India,
tend to provide small, flexible, focused and selective grant-based support for policy,
advocacy and path breaking initiatives with an intention to expand existing frontiers
of knowledge. On the other hand, most national and state level ministries and public
institutions tend to support large scale initiatives in line with their sectoral
